A paraglider at Mullers Windsports on the Big Hill, takes advantage of warmer weather, sunshine, blue skies and a steady wind, things the Cochrane area has been lacking for at least a week, April 17th, 2013.

When weather throws us a curve-ball, such as the six cms of the fallen snow in the past day, residents of Cochrane, like so many Canadians, make use of the 'bad' weather and hit the outdoors. Many families went sledding on the Bow Ridge hill in Cochrane April 14, 2013.

Spring is indeed in the air, so much so you can see it. Jordan Scolle witnesses the violent side of spring as he shields his face with a gloved hand from the blowing snow during blizzard-like conditions while walking to his car along Railway Ave. in this image and the one in the gallery below, April 11, 2013. This photo can also be applied to April 13, 2013, as we are experiencing a blizzard with at least 5cm (or more) of snow expected before morning. More snow is scheduled for Cochrane and the area for the next few days, or week.

A young bald eagle flies along the ground searching for food April 10, 2013, under the watchful eyes of a mature bald eagle perched on the second set poles near the Springbank airport. Most of the eagles will probably leave the area soon, as hawks and other predator birds move into the area. Most of the eagles usually head north to Alaska or south to Montana, and only stay in our area for a brief rest stop, although a few will nest over the summer and raise a family.

Pylons are set up on Griffin Road in Cochrane as construction continues on the road from April 9 to April 12, 2013. Griffin Road is reduced to two lanes.

Half of the Powell family enjoy the great outdoors as they walk along Townsend Trail April 8, 2013. Despite the cool snowy weather the Powells', who live along the road, like to get outdoors and enjoy what nature offers, especially now that many different species of birds are starting to return to the area. The birds, like humans, may have to put up with another week of cool, snowy weather.

Long time Cochrane mayor and councillor Truper McBride announced April 2, 2013, that he will not seek re-election in the upcoming municipal vote in October, 2013. McBride has been involved in municipal politics since 2001 when he was elected as an alderperson and is serving his second term as mayor. He was one of the youngest mayors to be elected in Canada and has over-seen many changes and the growth of Cochrane. Some of his decisions may not have been popular but McBride truly has had the best interests for Cochrane. McBride will be seeking a more private life spend more time with his family after politics. He will be missed and hopefully the new mayor will mirror McBride's passion, honesty and dedication that he has displayed while on council. Good luck Truper! Tim Renneberg(L) and another Fountain Tire employee work on spreading snow around the parking lot March 27, 2013. Despite the temperature warming up to 12 degrees C. during the day the employees worked on a large pile of snow that was left over from the last major snowfall several weeks ago. And as we all know in Cochrane, it is too early to put the shovels away.

A near full moon, 98.4 per cent full, rises above the Springbank airport March 26, 2013, as a long line of cattle (bottom of photo) feed on the Monroe's farm. A coyote searches for food as the full moon provides great light during the night for hunting. The moon rises over another farmyard near the Springbank Airport. March 27th is the actually the date for the full moon this month.

Jim Palmeroy, Katie Langston and Sue Wilden walk dejectedy away from the Mitford Parks' hill at sunset after they realize that there isn't any snow left to sled down March 25, 2013. Pockets of snow still linger on the hill, and fear not, sledding season probably isn't over for the year.

Members of the Boothby family pick up large bales of hay March 24, 2013 north of Cochrane. Recent clear, sunny days have allowed Cochrane residents a clear view of the Rocky Mountains, a site I marvel at and never get tired of looking at.

As temperatures rose to 14 degrees Celsius on the first day of spring, March 20th, and the snow melted creating large puddles all over town such as the back parking lot at the Mountain View Car Wash and in another parking lot on 2nd avenue (see photo gallery), allowing residents a chance to reflect on the idea it will eventually get warmer and hopefully stay warm. But it is spring, and we know better.

As we welcome the arrival of spring March 20th, today, with open arms, we can quickly be reminded that winter's long, icy tentacles are not far away. Such was the case two days ago when I shot this picture at Canadian Tire in Cochrane. And despite today being the first day of spring, I am sure we will have several more wintry days before summer. If you live in the Cochrane area, I recommend not putting in your garden until a week after the Victoria Day Weekend in May

While I was shopping at Safeway I spotted Deb Wedgwood getting into the spirit of Saint Patrick's Day, March 17, 2013, as she wore shamrock earrings and a leprechaun hat during her shift at Safeway. I also heard other employees at Cochrane businesses such as IGA got into celebrating the day by dressing up, again displaying great spirit in our little town. Thankyou Deb for posing for my camera.

Considering the warm temperatures we are currently experiencing, and the spectacular view of Cochrane, the foothills and the mountains, one could easily be tempted to soar for hours at a time.

Another set of flicks of a strange looking vehicle going down the gas plant road north of Cochrane January 22, 2013. Pictures of Rob Hinderman going for a Sunday walk up the long hill along Cochrane Lakes Road January 6, 2013. Also a runner flies by my car Sunday evening after sunset along George Fox Trail. Some people obviously disaagree with the town's decision not to use the Mitford Park's parking lot for a dumping ground for used Christmas trees like we have in the past, as a few people decided to leave their trees regardless of the location change.

Predictions and comments for Cochrane in 2013

1) The first one is easy to predict because it is based on history. In every municipal election since I moved to the area in 1990 at least half of each town council has been replaced, either by being defeated or the incumbents do not seek re-election. There are also rumours that one or two councillors may even run for the mayor’s position. This year’s municipal election will also repeat history as three, or four out of the six councillors, and possibly the mayor,as there are also rumours he may not run again, may be replaced in October, 2013.

2) We will not have a bus service this year or in the near future. I do believe that if it becomes an election issue in 2013 the person (s) defending or implementing the service could lose on that very issue. According to almost everyone that I have spoken to, interviewed, in the past year, people in Cochrane do not want it. According to the Town’s story boards placed around Cochrane, half the comments written supported a bus service if it is affordable, most people wrote down that a loonie or a toonie per ride is affordable, and the other half of the comments were negative, saying people do not want it. Not yet! If council wants to link the new subdivisions in our town we should build pedestrian bridges and bike paths, not subsidize a service that won’t make money. We are still too, too small.

3) The firefighters in this town will get near the pay hike they are seeking, but it will drive a wedge between them and the town. I do feel sorry for all the fire fighters that have to commute from Cochrane to Calgary, when Cochrane didn’t want to hire them in the past. However, there is even more remorse for the taxpayers of Cochrane because of the ridiculous amount of rent we pay annually on the fire hall. Why council ever made that deal, was at the time, and still is difficult to comprehend. Had Cochrane built its own fire hall we wouldn’t be trying to cheap out on the fire fighters’ demands, and the end result is that residents would be paying less taxes overall, even with the negotiated raise.

4) Cochrane’s commercial tax base will rise in 2013, especially with the completion of the WalMart plaza opening sometime in the spring. However I do wonder if this spike will only be temporary as we may witness a few downtown businesses closing, as this has been the trend in other little towns when a big box store opened. There has always been a fall-out with the businesses not located near the big stores, and there will be in Cochrane.

5) Town administration, and maybe even a few councillors, will continue to purchase products from businesses not located in Cochrane. Products such as clothing to vehicles and everything in between that is required by the town. Many local business owners relate that they don’t even get an opportunity to bid on purchasing contracts for services and products required by the town. Am I missing something here? Does the town not understand the importance of supporting local businesses? If a local business can provide an equal or better service at a price that is relative to out of town businesses, then locals should always get that job or contract with the town. It benefits everyone in Cochrane. Maybe the town should adopt a protectionism policy which has a preference for locals, and if there is such a policy that exists then the administration should use it. Maybe the town should implement a hiring policy that requires applicants to be residents in Cochrane. Maybe the town should institute a rule that only residents of Cochrane can serve on the town boards. The town has a board comprised entirely with non residents. Who else is more concerned with the welfare of Cochrane than the people that actually live here in the town, pay taxes in our town. It may be illegal to adopt this sort of hiring policy, but it may possibly ensure fiscal responsibility, since the people making the decisions would be from Cochrane and therefore spending their own money, possibly...

6) When the WalMart plaza opens say goodbye to that good old small town feeling. With the new developments north and south of Cochrane constantly expanding the town already is starting to feel like a city. When this plaza opens the downtown traffic along Centre Ave and through the downtown will become snarled. And that’s without the trains. The lineup of vehicles on Centre Ave will extend right to the the 1A highway when those long freight trains roll through town.

7) Cochrane’s residential taxes will rise at least by 7 percent in 2013, like it does every year. But this year the town has to settle with the fire fighters and they are seeking a big, big pay raise. Cochrane also has to build a new RCMP station in the near future, again at the taxpayer's expense, although that is due to our town expanding. Cochrane could look at hiring an alternative police force. I would tabulate how much our taxes have risen annually since my wife and I moved into town in 1993, but I can’t count that high. Ease the tax burden, buy locally!

8) In local sports the Cochrane Cobras will dominate by winning their second Provincial football title while the Cobras’ girls’ soccer team will dominate another season, although this time around they will have something to prove, since they crushed most of their opposing teams and won every game they played only to have their gold medal taken away due to a rule. The Cochrane Cowboys wrestling team will also dominate provincially while the Cochrane Generals will only get better and surprise a few teams in the playoffs. Cochrane Rugby will also surprise a few Calgary teams, as all of the teams in the Rugby program will improve overall.

9) Things we won’t get this year in 2013 but sadly need them, and hopefully will get them in the future. An art centre, a community hall that is central, more ice surfaces, and another pool, maybe all wrapped up in mega structure. The town could make money from an art centre However, as dedicated volunteers and employees work towards these goals, we will be another step closer. Cochrane will continue to grow to the size of a small city in 2013. There will be challenges with the growth as there is present day, and Cochrane will continue to be a great place to live and I do applaud the job council does. It is a lot of hard work and they should be commended on their input.

10) The rumour mill is always grinding out gossip, and with the upcoming municipal election in the fall of 2013, there are many rumours. Remember, these are just rumours! Incumbent Mayor McBride will seek another term in office. He may be challenged for the job by councilor Ivan Brooker, and/or Joanne Churchill, however it is rumoured that if McBride seeks re-election then Churchill will not challenge him. There are also whispers that Ivan Davies will not seek re-election as an alderperson. If all these rumours are true that leaves three vacancies on council, and taking the past habits of Cochrane voters who have always voted out one or two incumbents, then we may be looking at four new faces on council this year. Only time will tell!
