Coun. Morgan Nagel's motion to amend the recently approved business bylaw to exempt minors from requiring a business licence was met with positive reception and unanimous support, with the exception of Mayor Jeff Genung who was absent. "It was a perfect outcome," said Nagel. "When I introduced the motion my concern stemmed from it affecting kids who want to go out and make some cash." Although the amendment is intended for minors with cash-based businesses such as lawn cutting, babysitting and snow shovelling, Nagel would like it to apply to all minors regardless of the scope of their enterprises. "I don't think we should be requiring anyone under 18 to get a business licence ... if the kid is super successful, I think that's a good thing and it doesn't change my stance." Nagel's motion serves as an amendment to the business licence bylaw. Council still needs to formally debate and vote on the amendment. While Nagel remains concerned with the message of over-regulation through council's decision to require street entertainers or buskers to register with the town - although council did opt to remove the $80 licence fee - he is hopeful that his motion to exempt minors sends a more small-town friendly message. According to Nagel's research, communities such as Chestermere, Okotoks and Strathmore do not require minors to have licences.
