Capital funding requests
In total, up to $202,640 was approved in capital funding for organizations across Rocky View County by the Recreation Governance Committee on Dec. 6.
The County explained that organizations within neighbouring municipalities that benefit RVC residents are only eligible for funding making up 25 per cent of their project capital costs.
For example, Cochrane BMX is within the City of Cochrane and can therefore only receive 25 per cent of their project’s funds from RVC.
Funds are not released to the organizations until they see the final costs, which means if the total is under what was requested, the leftover funds go back to the County.
Several motions included the approval of funds pending approval or matching funds, meaning no funds would be granted until permits from the county are acquired or matching funds are approved.
The Bearspaw Lions Club was granted $25,000 for 50 per cent of the project costs for a gazebo and flower beds.
The Club provides a venue for weddings, celebrations, farmers markets, and other community gatherings.
There are 5,000 County residents served and 5,000 residents from outside the County, according to their application.
The Balzac Community Hall Association was granted $23,220 for 50 per cent of the project costs for a roof repair and hot water tank replacement.
The association serves residents in the communities of Balzac and Airdrie by providing a place to hold community and private events.
There are 7,000 County residents served and 8,000 residents from outside the County, according to their application.
The association requested that they proceed with these projects prior to the approval of funds, as the roof in its condition may not be able to withstand heavy snowfall, and the hot water tank required immediate attention.
Early November was the only time available to complete the roof repair due to the mild weather and availability of the contractor, but was not considered an emergency.
Due to the urgency, RVC administration advised the Association to begin the repairs and RVC could retroactively apply the funds to these projects, if approved.
The Bow Valley Community Club was approved up to $70,060 for 45 per cent of the project costs for a condenser, boiler, chiller, and high-speed oven.
The club supports the operation of the Indus Curling Rink, which serves 1,050 County and 450 non-County residents, according to their application.
The Club was approved in 2021 for capital funding up to $15,248 for the replacement of the chiller, but they were unable to purchase a new chiller at the time due to supply shortage issues caused by the COVID-19 pandemic.
Those funds were formally returned to the County and the club is including the chiller in their current funding request again.
The Cambridge Park Homeowner’s Association was granted $50,000 for 35 per cent of the project costs for a gazebo, benches, and garbage bins.
The Association provides community gathering opportunities to the 700 County residents it serves.
The Cambridge Park Homeowner’s Association informed RVC Administration that initial preparations of the land for these items have started, and the concrete foundation for the gazebo has been put in place.
This would be considered a retroactive expenditure, which is considered ineligible for funding under Policy C-317.
In response, the Association stated they were unaware of this and will be more diligent in reviewing the Policy requirements for any future funding requests.
The Cochrane BMX Association was granted up to $34,360 for 25 per cent of the project costs for repairs and upgrades to the riding track.
The association provides programming and supports the development of bike skills for all riders, as well as maintains the riding track on the Cochrane and District Agricultural Society site.
There are 30 County residents served and 208 residents from outside the County, according to their application.
